The number of international students holding valid study visas also fell sharply, from around 60,000 visa holders in early 2020 to just 14,639 by July 2022 when borders finally reopened.

For example, the University of Canterbury welcomed over 2,000 international students this year alone. Nationally, over 69,000 overseas students enrolled in New Zealand’s education system in 2023—a staggering 67% increase from 2022.

Strong Public Support and Positive Trends

As of January 2025, there were 66,147 student visa holders in New Zealand, marking a 23.1% increase compared to January 2024. This figure is just 3% below the 68,199 student visa holders recorded at the same time in 2019, prior to the pandemic. The highest number of student visa holders in a given year typically occurs in late October, and in 2024, this number peaked at 75,249—just short of the pre-pandemic high of 84,159 student visa holders in February 2020.

These numbers are not just statistics—they represent a broader trend of increasing public support for international students. According to a recent survey by Education New Zealand, more than three-quarters of New Zealanders agreed that the country should continue to host the same or even more international students. Furthermore, a significant majority—72%—believe international students bring tangible benefits to New Zealand, supporting local economies, enriching cultural diversity, and fostering global connections.
